Download iPad Transfer and Run it
Click “Download” and follow directions to install it on your computer. When it finishes, launch it. The home menu would look like the image showed as below.
Connect iPad to Computer and Click “Photos”
Connect your iPad to computer and the software will detect iPad automatically. When the connection is complete, there will be a list on the left sidebar and then you can tap “Photos”.
Click “Add” to Transfer Photos from PC to iPad
After clicking “Photos”, iPad Transfer will display your own album lists on the left. Choose one album where you want to add new photos, except for the albums of Camera Roll, Panoramas, and Videos. Or you can add a new album by clicking “Add” at the top left of the window and then choosing “New Album”.
Note: Here you can also transfer photos from iPad to computer by click choosing "Export to".
The photos will now be imported into your albums on iPad. Using this program would be much more convenient than using iTunes to sync photos.
